Tri-fold, with ribbon tie & cardboard (I think) in between fabric layers for stability

Inside are 39 knitting needles: some are Boye, some Hero and a couple say "Susan Bates" Personalized, unless that's a brand
I know nothing about knitting, but I suspect there is one missing because I think you need a pair, and there are 39 needles. Correct me if I am wrong about that.
There is some wear from age on the edges, nothing serious
